It took until 9:30 pm, 2½ hours after the transfer window closed, for Everton to finally announce the loan signing of Tyrique George from Chelsea. 

The move has been expected since those in the know confirmed it was happening on Sunday night but the medical, contract, and all the required paperwork was not completed until well after the Deadline of 7 pm.

After sealing his move to the Toffees, George – who will wear the Number 19 shirt – said "I’m really excited to be here and to enjoy this massive club. I just can’t wait to get started.

"The fans here are exceptional. I know Evertonians are really passionate. They like hard work – and that’s what I’m going to show. I want to be exciting and I want to impress them.

"The gaffer, David Moyes, was another reason [I wanted to join]. He’s an amazing manager who has coached so many players, like Wayne Rooney, and players like that. I've had a brief conversation with him and he's an amazing person as well.

"I just want to enjoy it, learn under him and improve."

Nice interview with George on the club site. Talking about playing with Dibling on the U21s and hoping to help us get into Europe.

Moyes's next bit of business will be to ship him out on loan.

I will be amazed if the kid starts from the off in the next game.

Interesting, forward thinking signing. Adds some pace, great for transition/counter attacks too, Young, accompanying the likes of Armstrong, Barry, Dibling and Aznou. Add Rohl. So potentially reduces the average team age! Let's hope he is given the chance to prove himself by Moyes sooner rather than later!

I had a listen to him on the official website. He looks very happy young man -- let's keep him that way. Also, going by his highlights, he can beat a man on both sides and can strike a ball with either foot.

Being an optimist, I had this wild thought about having two 20-year-old England Under-21 wingers tearing it up on each side of the pitch and Ndiaye roaming between them with Garner and Dewsbury-Hall sitting in behind them – and four "players" behind them.

Will Moysey adopt my idea for the Fulham game? That would give Marco Silva something to think about. I'll put it on the pre-match thread -- you never know. No robbing my ideas!

I suppose the delay in announcing transfer deals after the window closes is that the Premier League have to review the paperwork and ratify the transfer.

So anything done close to the deadline hour will take a bit of time to review and ratify so the respective club can announce it?

Will be interesting to see how this lad is used and whether he eclipses Dibling.

Perhaps the plan is to give Dibling a fellow ‘student' to associate and compete with?

Would be great for the club for Dibling, George, Armstrong and Aznou to gel as a ‘young guns' group and flourish.

George, Dibling and Norton-Cuffy all know each from the England U-21s. Shame we couldn’t get Norton-Cuffy this window, but maybe his head has been turned our way for the summer.

Well, it seems to confirm that TFG have told Kinnear that, going forward, the plan is buy young, which is fine if you are buying the right youngsters. Chelsea have adopted this model but they are buying the best youngsters around, and if like this kid, they deem him surplus to requirements, they sell them.

The guy on Sky said he is surprised by the amount Chelsea are asking for this to become a permanent deal, he wouldn't disclose the figure but said it's a lot more than the £20M Fulham offered for him in the summer.

I have not seen the kid play but just hope he is first-team ready; otherwise, what's the point of bringing him in?

I am sure when Dibling heard of another wide player coming in and the McNeil deal falling through, it means he slips further down the pecking order. Only Everton could pay £42M for a benchwarmer.

There was talk of Aznou going out on loan but obviously that didn't happen — yet another youngster we bought who isn't ready to play Premier League football.

It's an option though Brian. He's got 5 months to impress in training and games.

I don't mind that at all. Try before you buy, is a sensible transfer strategy.

Some will be hits some will be misses when you buy young players.

I like the overall plan, if that's what it is, of buying young players and letting them develop. Build a team and build a team spirit as they grow together.

It will take a few years to happen, we will need patience from the fans to allow the young players to make their mistakes and hopefully learn from them.

A young, vibrant manager will be needed to guide them. We can't compete with the big money clubs to buy our way back.

I work with a Chelsea fan and he says we have got a very good player.

He would prefer he had stayed at Chelsea and played for them.

Buying kids who aren't ready to go into the side isn't a policy -- it's suicidal,

We don't have the buying power of the likes of Chelsea, who can take risks buying younger players. Dibling £42M, Aznou £12M, Barry £27M and now this kid who could cost another £25M if we make the deal permanent.

Dibling and Aznou aren't ready, so that's £54M which has been wasted and I am far from convinced that Barry for £27M is a good buy. Yes, he has scored 4 goals in his last 6 games, which is a very good return, but his general play is awful and I don't see any improvement.

Now I am sure many will blame Moyes for not giving them a chance, maybe because what he sees every day in training tells him these kids aren't ready.

On who has the final decision on transfers:

"I have got the final say if we want to buy a player or if we don't want to buy a player. I get told by my superiors how much we have got to spend and what we have available. I have to work off those thoughts. We're in there trying, it doesn't mean we're going to take any player for the sake of it."

Chelsea didn't buy George, he's been at their academy since the Under-8s. And he's way down the pecking order for the first-team squad behind the likes of Gittens, Garnacho, Pedro Neto.

He was considered highly enough by Chelsea to start in Conference League games and the odd substitute appearance here and there. I could be wrong, but sounds to me he's further down the development line than Dibling.

It will be interesting to see when Moyes will throw him on. I wouldn't mind seeing him replacing McNeil against Fulham.

I don't buy the "George in for Grealish" explanation. I think George is a replacement for the McNeil move that didn't happen.

That's part of the reason why I think the Chelsea lad will drop behind McNeil in the pecking order. That and Moyes values Premier League appearances over talent.

I didn't say Chelsea bought George, I said their policy is to buy the very best youngsters around; were quite obviously we are not buying the best youngsters.

As for those quoting Moyes saying he has the final say on who comes and who goes, well he has either changed his philosophy completely or he is saying what the owners want him to say.

Before buying Lescott, he went to watch him 27 times -- how often has he watched George or Barry or Aznou before buying them? Moyes has usually gone for tried and trusted players who he knew would settle into the side.

I think he came back with the promise of money to spend and he wanted to win a trophy -- something he didn't do first time around. Now, given managers get changed around every 18 months, does anybody really believe he would be buying players that may come good in 2 or 3 seasons' time?

If Moyes gives him some good playing time and he impresses, you can be sure Chelsea will be upping the ante at the end of the season if Everton take up the option to buy.

I imagine Everton will have first dibs on the lad and, at 20 years old, he will cost a bit.

Next season could be exceptional for the Blues if these younger players make their mark.

To Brian's point about buying kids or what Moyes and Dyche view as not Premier League ready. The balance of our “thin” squad is weird now.

We have a tonne of midfielders, so a few won't even make the match day squad. Ndiaye, Dewsbury-Hall, Gueye and Garner are shoo-ins for Moyes. Meaning one spot open for Iroegbunam, George, Rohl, Alcaraz, Dibling, Armstrong, and McNeil. 2 or 3 of these won't even make the bench.

If we had a manager who was more open to giving youth a chance, it would make sense... but we seem over loaded with players Moyes doesn't trust. Not to mention Aznou, Patterson, the entire academy.

Read an article two weeks back where Moyes claimed he has the final say on every transfer, in and out? Begs the question: Why did he buy kids when he won't use them?

The alternative interpretation is the owners are buying them with a view to appointing a manager who will use them.

I'd say that isn't right. You will always need players for tomorrow, just don't overpay for them, as the disappointment is huge on the missed chance for the player in the here and now... Currently Dibling; previously Kean, early days Fellaini, Onana.

But look at the young players we have brought in with no expectation; young and not that expensive:

Branthwaite
Stones
Coleman
Calvert-Lewin

Plenty of others, I am sure. Southall, Sharp perhaps.

George is a low-risk deal. If he's good, we have an option to buy. If he isn't, then he goes back like Harrison, Lindstrom & Co.

This is sensible policy. And I think most of the new signings have been decent. I was against Dibling, as I couldn't square the price with what he'd done. I always felt we needed a right winger with more immediate productivity.

I hope he does turn it around. But it has to come from him when he crosses the white line.
