Site update: Talking Points issue resolved

At ToffeeWeb, we flip the site from one season to the next on 1st July each year but some changes made this time that will hopefully make that a less gargantuan task next year have caused a few glitches.
One of them had Talking Points articles showing up empty, an issue that has now been resolved.
Another was a problem with the location field on the article submission page, which has also been fixed.
